During a conversation with Variety about Daredevil: Born Again’s finale, D’Onofrio pointed out that Fisk’s ultimate goal is to establish martial law. He explained that as long as he maintains the city under martial law, he can commit numerous crimes and eliminate vigilantes. This idea of extending his control beyond New York is something that aligns with his mindset for future expansion.
