Leroy Jethro Gibbs killed Pedro, a member of the Reynosa Cartel, as an act of retribution for murdering his loved ones.
In Episode 9, the team gears up to unravel the mystery surrounding a missing woman, whose case ultimately connects to Gibbs’ personal history. As they delve deeper, they discover links to a Tijuana nightclub and the dangerous Reynosa Cartel, whose dealer Pedro was responsible for the tragic demise of Gibbs’ family.
Initially, they grew wary that the criminal organization linked to kidnappings and trafficking could be connected to the disappearance of the woman. Their suspicions were validated when they discovered her in their territory. With assistance from Tijuana police, Gibbs, Lala, and their team successfully rescued the woman from the grip of the cartel.
In a private talk between Lala and Gibbs later on, Lala confesses his regret over not pursuing charges against Pedro earlier due to guilt. However, Gibbs conceals a significant truth, keeping it hidden even from Lala – he knew that the cartel leader was responsible for the deaths of Gibbs’ wife and child. In retribution, Gibbs took matters into his own hands by fatally shooting Pedro before joining the investigation squad.
