The Liquid Rock can be found near the chemical tanks in the Chemical Plant region of the Exclusion Zone. This is the second area you will be able to enter after you give the Ward Sensors to Captain Zotov. He will send you to the Chemical Plant, where you will speak to Lt. Mateus.

The chemical storage facilities are situated to the south of the plant, in the region Mateus instructs you to investigate during the All That Is Left mission. Upon approaching, you’ll notice a compact red-brick structure which grants access to the tank area, however, this area will be patrolled by spectral Pseudodogs. These phantom duplicates disappear when fired upon, so you’ll have to locate and handle the primary dog instead.

Looking to your left, you’ll spot a series of pathways enveloped by a suspicious-looking yellow fog. Don’t worry, it’s only for decoration, but be cautious as the green slime on the ground is indeed acidic and harmful. Proceed along the pathways, then veer to your right. Approximately halfway down, you should leap into the central area, where pools of acid are located.

In these puddles of acid you can find the Liquid Rock by using your Echo Scanner. This artifact jumps from puddle to puddle, so keep scanning until you track it down and grab it when you get close enough. It offers maximum protection against radio and chemical damage, which is a superb combo at almost any point in the game.
