What happens at the end of The Penguin Episode 6?

On numerous occasions, it’s been shown that Oz thrives under pressure, and this episode serves to underscore that fact. They apprehended and displayed the bodies of several of its members publicly as a warning.

In response, Oz distributes free Bliss throughout Gotham, sparking a massive interest in his merchandise. Eventually, he manages to gather the Triad and other smaller gangs at the meeting mentioned in the episode’s title, persuading them to form an alliance against the Gigantes, the Maronis, and the city’s wealthy elite.
