Samantha “Sinatra” Redmond depends on individuals like Billy to keep a grip on the town. The show hints that the world above might not be as habitable as some in Paradise City think, and the air is indeed breathable. However, for reasons yet unexplained, Sinatra chooses to conceal this fact. Moreover, it’s Sinatra who ordered Billy to eliminate scientists uncovering this truth.
Initially, when Xavier accuses Billy of murdering Cal, Billy denies any involvement and Xavier trusts him. Later on, it’s revealed during Billy’s talk with Sinatra that he didn’t actually commit the crime of killing President Cal. In addition, Billy not only declines to take action against Xavier or his family but also threatens Sinatra.
In the end, his honesty catches up to Billy. He shares an open moment with Xavier and his family, pledging to confess about his work related to Sinatra the following day before retiring for the night. Alongside agent Jane Driscoll (Nicole Brydon Bloom), whom he has been seeing for a while, he is at home.
