To discover his initial location, head to the Pool of Shattered Jade Shrine in Chapter 4, The Webbed Hollow. Proceed along the path next to it on your right, passing all the suspended spider cocoons. At the end of this path, you’ll find him dangling from the ceiling inside a cocoon. After a brief conversation, he will indicate that it’s time for a fight.
