This move is part of a comprehensive plan to attract affluent investors and asset managers by providing a favorable tax climate.
Based on a Financial Times article, it’s been found that a proposed tax reduction is detailed in a 20-page document. At present, the nation’s legislators are scrutinizing this document to decide whether or not to put it into effect.
Hong Kong Plans Tax Exemption for Asst Managers
The Hong Kong administration considers a beneficial tax system as one of the key aspects that asset managers take into account when choosing their location. With this in mind, Hong Kong, known for its crypto-friendly policies, plans to offer zero taxes for hedge funds and wealthy family offices to attract them to the country.
In simpler terms, the suggested tax breaks will extend to investments in areas such as private credit, foreign real estate, carbon credits, and cryptocurrencies. According to Patrick Yip, vice chair at Deloitte China, these measures would bring a sense of clarity for investors and family offices, many of whom have already dedicated substantial portions of their investment portfolios to digital assets.
Yip noted that this move represents a substantial advancement in establishing Hong Kong as a prominent player in both traditional finance and cryptocurrency trading markets. He also mentioned that local family offices are showing growing interest in incorporating digital assets into their investment portfolios.
Hong Kong’s proposition arises in the heat of a tough contest against its regional competitor, Singapore, who is likewise wooing billionaires and financial investors. Both locations have rolled out low-tax investment frameworks to entice international funds.
Conversely, the latest efforts against money laundering in Singapore appear to be hindering the creation of family offices. This situation potentially benefits Hong Kong, as it presents a chance for them to advance.
A Battle for Dominance
Hong Kong is pushing its structure for open-ended investment companies to maintain its edge. These funds are created to manage vast amounts of assets and multiple sub-funds under a tax-efficient umbrella system. By October, about 450 such funds had been set up in the region. In contrast, Singapore’s variable capital company structure, introduced in 2020, has already attracted over a thousand funds.
Experts in the industry posit that the proposed tax breaks in Hong Kong could establish a fair competition landscape. Darren Bowdern, the head of asset management tax for Asia at KPMG, underscores that these measures are designed to eradicate potential tax burdens for fund managers, thereby positioning Hong Kong alongside financial powerhouses like Singapore and Luxembourg.
The push for tax reforms comes as Hong Kong seeks to reclaim its edge in global wealth management. UBS CEO Sergio Ermotti recently praised the country’s progress, warning that Hong Kong could overtake Switzerland as the leading wealth management center.
