Fans are speculating which Marvel Cinematic Universe villains might be incarcerated at The Raft, a high-security detention facility, following hints from the upcoming film “Captain America 4: Brave New World”. This prison was initially introduced in Captain America: Civil War and was used to house Sam Wilson, Wanda Maximoff, Scott Lang, and Clint Barton for breaking the Sokovia Accords before they were eventually freed by Steve Rogers. Since then, it has been seen in The Falcon and the Winter Soldier, as well as mentioned in Black Widow and Jessica Jones.

The Leader
In the latest development, Samuel Sterns, also known as The Leader, has been confined at The Raft. It’s been unveiled that he orchestrated the attacks of the mind-controlled soldiers depicted in the film. Additionally, Sterns is the individual who triggered Thaddeus Ross’ transformation into the Red Hulk.
Following his incarceration, he cryptically alerts Sam Wilson about the multiverse and the danger lurking within, hinting at the impending doom in the upcoming Avengers: Doomsday and Secret Wars.
Thaddeus Ross / Red Hulk
Thaddeus Ross, also known as the Red Hulk, has become the most recent villain to be locked up at The Raft. He was incarcerated due to attacking the White House while in his colossal red form. Ross voluntarily accepted this sentence, acknowledging his role in the destructive rampage.
Baron Helmut Zemo
During the storyline of The Falcon and the Winter Soldier, Helmut Zemo was confined at The Raft. While there, he joined forces with the main characters to halt the Flag Smashers’ actions. Zemo’s incarceration came after Barnes reached an agreement with the Dora Milaje, who sought vengeance for Zemo’s killing of King T’Chaka in Captain America: Civil War.
Willis Stryker / Diamondback
During Season 2 of Luke Cage’s series, Willis Stryker, Luke Cage’s half-brother, is apprehended and locked up at The Raft. He falsely accused Cage of numerous murders and made an attempt on his life due to his resentment towards their father’s favoritism towards Luke.
Trish Walker / Hellcat
In a turn of events, Trish Walker, known as Hellcat, finds herself in custody, apprehended by Jessica Jones herself, and confined within The Raft, following her transformation from a vigilante to a murderer who operates as a serial killer.
