In a recent interview, Lowenthal confirmed this fact.

In an interview with The Direct, Yuri Lowenthal confirmed that Peter Parker will feature in Marvel’s Spider-Man 3. Contrary to speculation, he won’t be sidelined or confined to a couch; instead, he’ll play a significant role in the upcoming game.

In Marvel’s Spider-Man 2, there was a hint at the possibility that the original Spider-Man, Peter Parker, could take a step back from his superhero exploits and allow Miles Morales to shine more brightly as the main character. This suggestion left fans concerned about whether we had witnessed Peter’s final swings through New York City. However, it appears that this won’t be the end of Peter gracing our skies in the city.

Although Insomniac Games hasn’t officially unveiled details about Spider-Man 3, it appears that one of the main actors has already been briefed on the game’s major storylines. The previous title, Marvel’s Spider-Man 2, was met with positive feedback, sold more than 10 million copies, and has recently become available on Steam.
