In a recent interview on the On Fire podcast, showrunner and host Jeff Probst explained that the choice to format this season as a two-part finale was made because CBS asked them to produce 14 episodes instead of the regular 13, a request that came several months before filming began for the current season.

He mentioned that they had several ideas they wanted to incorporate into their schedule, including working out certain aspects based on whether or not we could produce 14 episodes. Regardless, he and executive producer Matt Van Wagenen talked about CBS’s proposal and consented to it. Their decision was to split the final episode into two parts and brainstorm strategies to ensure its success.
