To get there, find the crystal in Ward 13 and exit through the door leading towards Dwell (the firing range should be on your left). To get to Wallace’s shipping container office, climb the stairs and traverse the catwalk. Interact with Wallace there for information about crafting, buying, and selling goods. Whenever you discover an Archetype item such as the Warden’s Weathered Mechanism in N’Erud, it is Wallace you should revisit.
